I am Dr. Kwaku Arhin-Sam, an international policy advisor, evaluation specialist and researcher with over 15 years of experience supporting governments, international organisations, universities and development agencies across Africa and Europe.

My work sits at the intersection of migration, governance, evaluation, international development and Africa–Europe cooperation. I help institutions transform evidence into practical policy, strengthen development programmes through rigorous evaluation, and navigate complex governance challenges in rapidly changing global contexts.

Over the course of my career, I have led and contributed to research, policy advisory and evaluation assignments. My work has informed migration policy, humanitarian programming, institutional strategy, social protection, education, climate resilience and development cooperation.
